The Tennessee Board of Regents as currently constituted is authorized by an act of the Tennessee General Assembly passed in 1972. It supervises all public institutions of higher education in Tennessee not governed by the University of Tennessee system, including four-year institutions, community colleges, and the Tennessee Technology Centers (formerly called “technical institutes” and “State-Area Vo-Tech Schools”). According to its own figures, the TBR system is the seventh-largest system of public higher education currently operating in the United States. It is currently comprised of six universities, the largest of which are Middle Tennessee State University and the University of Memphis, and also includes Austin Peay State University, East Tennessee State University, Tennessee State University and Tennessee Technological University. a title granted by many systems (including the University of Tennessee system) to the head of a campus. The competition for limited state dollars between members of the Regents system and the University of Tennessee system is an annual event before the General Assembly;
